much percentage of temperature is increased (or decreased) between 5pm

This looks a poorly-worded question. For one thing, if the formula is
truly telling you the "temperature at noon" then how can you work out
the temperature at other times? Also, is an increase from 15 degrees C
(59F) to 20C (68F) an increase of 33% or 15%?
