quartus and files i/o

I'm trying to read a file with quartus II 4.1 web edition, but it seems
the file is never opened (or maybe something else ...)

Someone said me " The VHDL synthesis tool DOESN'T SUPPORT text file I/O.
That's why it doesn't work"

Is this right ???
