Recording trigger

Does an application package exist that can record sound from any generic
sound card such that control messages may be sent to the application
software to start, stop, and save audio recordings? This package would
preferably be freeware, or at least relatively cheap. Can this behavior be
emulated by writing our own application utilizing the DirectX API? Is it
possible to set an event trigger on the sound card such that an application
driver can be made to "wake up" when sound arrives, for example, at the line
input jack?

I can really use the help.

Maybe it does, maybe it doesn't. You are unlikely to find it on comp.lang.c,
though.
