How can I insert an image to an html page,
but the image position will be relative to the whole page (even I use
framesets).

Have you googled before asking here? Search for "css relative
positioning" or something.

You'd want absolute positioning though.

But I'm not sure you can do it if you're using framesets.

In framesets you can position frames by percentage means, rows and cols
so there is scope to get pretty close to what OP might want. I would
have thought. We need more incentive to try, like more details from OP!
