Reusing webpages and projects

I'm developing some webpages that will be used in many projects. This pages
control the users.

Whats the best way to create this pages to be used in oder projects or
solutions?

Where do I find some documentation about this subject?

creating a custom control is the simplest way, but then you would need
copy-paste from 1 project to another
a full control would be the ideal, but it is more complicated
