And what does that mean to me? Can I use one of several that the SharePoint
users have?

It means I just lead the horse to the water and its up to the horse to drink
it. Now that you know there are webparts that support RSS that have been
developed for use with SharePoint its up to you to determine if the
developers of those webparts developed for use with SharePoint have modified
them to include support for 2.0.
