IMHO, I think every 4 weeks, the latest STABLE nightly snapshot should
be tested aggressively and made available for download.

Ruby 1.8.2 snapshot fix TONS of issues in 1.8.1 so having to choose from
a very old 1.8.1 release and a nightly snapshot that hasn't undergone
release testing doesn't make sense to those of us who want to recommend
Ruby for production use at our company.

His job would be tracking issues left before releasing, and say 'go!'
when he feels it's ready. Thus he needs to be trusted from the
community and from me.
