This can't be done in pure HTML; you'd have better luck asking in a
different group. But to point you in the right direction, the scripts that
power Slashdot (http://slashdot.org/) and Kuro5hin
(http://www.kuro5hin.org/) do what you describe and are fairly popular. If
you visit those sites you should find links to the scripts somewhere;
they're open-source.
