setup can not copy the file hostmib.dll

Hi I am trying to install IIS but ran into the following problem.
I have installed xp service pack 2 and am trying to install IIS using the
add windows component feature but get the error (setup can not copy the file
hostmib.dll). The file is located on the c: on the machine but for some
reason it can not open it.
