SPLimitedWebPartManager type control using ASP.NET only?

In SharePoint the SPLimitedWebPartManager class provides a way to update
pages stored within SharePoint and is very handy, but does this functionally
exist updating .aspx page on a ASP.NET site in such as way that a console
application can update the web parts on the pages?
