Sticky form

I'm searching for a simply cgi/html form output where the form <textarea>
fills the dual functionality the information display and saving of the
updated state. So for example, editing the textarea,and pressing a save
button below the form will update / save to file. Basically like a sticky
note html page without fancy html output etc. Has anyone seen some free
script anywhere which does something like it? I didn't find any via
cgi-resources.com etc. I could only find more complex html editing systems.

What tad meant to say was in CGI.pm there is a sticky widget...
