Does anyone know if it is possible to extract from an SVG file the
actual values of the data being charted? On a chart you know the x and
Y axis and the ticker values on these axis. Any datapoint in the chart
is defined by and X and y position. Based on these 2 elements, is
there a way to calculate the exact (or approximate) values of each data
points on the chart?

If so, how would one do that? Is there any tools out there that woudl
do that already?

It might be, but it might not be the original data. Depending on the
application that created the SVG, the values might have been scaled.
If you have sufficient information about how the chart was created,
however, it might be possible to extract something and remanipulate
it, but it's not a task I would think to be fruitful.
If so, how would one do that? Is there any tools out there that woudl
do that already?

A phone call or email to the originator of the chart with a polite
request for a copy of the data often succeeds. Not all data is secret,
and the originator may even be pleased that someone is taking an
interest :)
