use webservice with Hebrew

Hello,

1) I want that my webservice could give result with hebrew characters.
(I don't know where to put the "windows-1255" ...)

2) Suppose I host my site in a domain ooutside of Israel - Is that may be a
problem of supporting Hebrew ?
