User preference: tab, click, enter

We plan to write a new system using Visual Studio. Is there a way to set up
preferences for individual users so that they can select 'tab', 'ENTER', or
'click' for their main means of navigating a form?

We are coming from a green-screen world (iSeries) where many of us use 'tab'
or 'field exit' to move from field to field. We also want to give them the
option of 'ENTER' or 'Click' to accept an entry.
