Validator allows user to type outside of input controls in IE

Has anyone else run into this anomaly?

Steps to reproduce:
1) create a table with one column and two rows. specify the width to about
200.

2) add an asp:textbox to each of the rows.

3) add some type of validator (i used a compare validator) to the first row
so that it wraps to second line, and bind it to the first textbox.

4) compile and view in IE. type invalid text into the first textbox.

5) click (don't use tab) on the second textbox.

At this point, the validator appears and your cursor is placed at the end of
the validator instead of inside the textbox (which has shifted down the
page). If you don't click anywhere, but just start typing you will be able to
add text on the actual page.. you can actually delete the first textbox by
hitting backspace a bunch of times.
