Is there any function call to query the current VM size of the application
using C++ or C.

Neither C nor C++ even defines the concept of a "VM" (Vicious
Monster?).

Perhaps you should ask in a group that supports your particular
compiler/OS combination, if that combination provides such things as a
"VM" (Vowel Movement?).
