Here is my web.config file.

source=127.0.0.1;user id=sa;password=" cookieless="false" timeout="20" />

What is the unit in timeout? Is it in minutes or in seconds?

Which one will take precedence.
Either the IIS server settings or WEb.config settings for a given
application.

IIS is in charge.
ASP.NET only does what IIS allows it to do.
