What's the easiest way to secure a page?

Hello,

I have a page on a site that I only want the site owner to be able to
access. At the moment, this page is in a directory of its own.

What's the easiest/best way to make sure that only the site owner (who
will be given a user name and password) can access the page?

Please explain in simple terms as I'm fairly new at ASP.NET.
