Where to ask newbie questions about RSS?

Where's the proper place for an RSS newbie to ask about fundamental
things? (For example: why can I only find aggregators? why isn't
there a stylesheet that my plain browser could apply directly to a
feed?)

I'll just take the chance of answering your "sample" question

I am working on a RSS to XML stylesheet, elicting from work done by other
folks on the 'net and trying to make some sense of it myself.
