Why does a web service create a copy at runtime ?

I have a windows application which uses 2 web services , stored under
inetpub.

When the user builds this application in VS.NET, the system creates a copy
of the web folders, in another folder somehwhere down under the Documents
and settings folder of the server. Why is this ? Why would it copy the web
application folder to another folder under the Documents and Settings folder
?

This is the VSWebCache copy of the web service projects. It is used by
VS.NET and is not required for production machines.
