win32utils installation of doc and sample

To win32utils team:

The docs and samples directory is _forced to install in drive C: even though
i've installed ruby in drive D: (and even told the win32 installer to).

Yes, this is a known problem and we have mentioned it in the "Known
Bugs" section of the Announcement. Further, it is number one on our
"Future Plans" section down below.
