WSE or SoapToolkit?

hi all, i am new at web services
i wonder what are the differ between Wse and soaptoolkit
my dev envirement is VS2003 & delphi 6
can i use both , SoapToolkit for client , WSE for server?
i want the attachment and secure support, thx
