XML Schema: schemaLocation and noNamespaceSchemaLocation

Who can learn me the difference between
the these two attributes:

xmlns:xsi="http://www.w3.org/2001/XMLSchema-instance"

xsi:schemaLocation

and

xsi:noNamespaceSchemaLocation

i understand namespaces,
but this is a bit strange.
