XSL-FO: how to produce secure pdfs

Hi,

I want to produce .fo-documents and now I am searching for a fo-processor
which can transform them into secure pdfs. I don´t want to touch every pdf
manually to set security settings like "no printing" or "no content
copying".

RenderX XEP supports creating secure PDFs with standard (40-bit RCA)
encryption. Passwords and permissions can be set with processing
instructions in the XSL FO source.

You could use our PSP product to encrypt the PDFs after generation,
using 40- or 128-bit encryption. PSP is available as a batch-
capable command-line tool and as a programming library.

Well, my customer wants to have a *free* solution.
Is there a freeware fo-processor on the market which can transform .fo into
"secure" .pdfs or edit already produced pdfs afterwards?
