I agree. "It is a rare day" can mean the weather, for example, is
unusual or that it is pleasant, but it wouldn't mean the weather is
poor.
Sorry, I disagree.
I'm not used to the sort of phrase like "It is a rare day", referring
to unusually good weather, but it would seem that someone who could
use it that way could just as easily use it in reference to a day with
unusually poor weather.
(This is essentially the same problem as the one I've been having for
years with "You send me".)
