How did PHP and Python take over such a huge market-share of Perl?

Take out every extraneous word and phrase. Say what you need to say in the simplest terms. Get rid of cliches, flourishes, and flaccid pablum, no matter how cute you think the phrase might be. The reader doesnt care about your ability as a wordsmith, they just want the gist of the sentence. Dont be redundant, say it once and be done.
