The first choice should be the language, not the topic.
Agreed, but many sites manage to provide both a language choice and a
simple search without sacrificing the space that will get the visitors
attention early. <http://www.hp.com> and <http://www.netbeans.com> are
two examples although I can't understand why they present the language
choice in English.

Agreed, using such a kind of box might be a good idea..
What about the search engine?

space but what about
headers?
It is difficult to pay attention at them.

Although I'm not familiar with any, there are various websites dedicated to
promoting accessibility on The Net. There're even a few "validators" which
check how accessible your page is according to certain guidelines. Perhaps
someone will have some links, or you can Google for "accessibility Web",
etc.
