Because "filter" MS proprietary activeX incarnation...don't expect it.

The code I suggested works fine in FF and IE. I use the effect to
toggle/fade a help overlay on my site. If you want to see it in action,
visit www.microbuild.com and click the "Contact Us" link in the footer. On
the Contact page (and many others) look at the breadcrumb navigation title
just above the content (Home > Information > Contact Us). If you look to the
right of that you'll find some small icons, click the ? Question mark to
toggle the effect.

The only difference is that the transparency is applied to a <div> instead
of an <img> so you could just put your image into a div.
