You can get the Standard in electronic format. Either purchase it from
ISO (reportedly around $18), or download last public draft (N869) or
You can buy C99, and (most?) other INCITS (=computer) standards, from
ANSI, the US national body member of ISO, in PDF for personal use from
webstore.ansi.org for USD 18 by credit card (but perhaps not credit
cards from outside the US -- some people have reported problems).
INCITS also has a webstore linked from incits.org; that may or may not
work better for non-US folks.
current public draft (N1124). I don't have the links handy, but
n869 was the last public draft _before_ C99. n1124 is a starting draft
for C0X including final C99 plus the two Technical Corrigenda, TC1 and
TC2. Some people prefer n869 even to the actual standard because it is
available in plaintext (.txt) form as well, although some other people
have apparently managed to extract plaintext from PDF.
Wiley and BSI, the UK national body, published a "real" paper book of
C99 + TC1 + (draft?) rationale as ISBN 0470845732 . Don't know price.
searching this newsgroup using Google Groups will help, as they were
posted not so long ago.
